Forth Green Freeport Full Business Case Approved – Major Investment to Drive Fife’s Growth

InvestFife news

December 2, 2025

The UK Government has approved the Full Business Case for the Forth Green Freeport, unlocking £25 million in seed capital funding and paving the way for transformative investment across the Forth Corridor. For Fife, this milestone marks the beginning of a new era for economic growth, innovation, and job creation.

Rosyth and Burntisland will play pivotal roles as strategic investment sites within the Freeport’s 45km boundary. Rosyth’s established port facilities, alongside the Port of Burntisland—which will work in tandem with the Port of Leith as part of the Mid Forth Tax site—are set to benefit from significant investment in offshore wind, hydrogen, sustainable fuels, advanced manufacturing, and logistics.

The redevelopment of nearly 200 hectares of brownfield land at Port of Rosyth and Port of Burntisland will bring substantial opportunities to both communities. These developments are expected to create thousands of high-quality green jobs, supporting supply chains and local businesses across Fife, and ensuring that both towns and the wider region are at the forefront of Scotland’s transition to net zero.

Over the next decade, the Forth Green Freeport is projected to deliver £7.9 billion in investment and create up to 34,500 jobs, with a significant proportion of these opportunities located directly in Fife. The Freeport will also support skills development, apprenticeships, and community initiatives, helping to secure long-term prosperity for businesses and residents.

Cllr Altany Craik, Business and Employability Spokesperson, said:

"This is a landmark moment for Fife. The approval of the Forth Green Freeport’s Full Business Case means we can continue to create the conditions to support Fife’s economic growth and accelerate plans to attract investment at Rosyth and Burntisland, leading to thousands of skilled jobs and supply chain opportunities across Fife. Communities in Rosyth, Burntisland, and throughout Fife will benefit from these opportunities, which help ensure long-term prosperity for businesses and residents alike."
