OVERVIEW
Brockwell Energy Ltd is a renewable energy business developing an £800 million portfolio of energy projects, predominantly in Scotland, on and around former coal mining sites. They have chosen to establish a 240,000-tonne energy-from-waste plant at Westfield Green Energy Park, situated between Ballingry and Kinglassie in Fife.
The site has been under construction since 2021 and due to reach full and consistent operations in May 2025. This state-of-the-art Energy Recovery Facility (ERF), is designed to convert the energy contained within residual waste into both electricity and heat. Generating significant activity on the site, and likely to create 40 long-term skilled roles once in operation. The ERF will offer competitively priced renewable heat and power to attract other industrial operators to invest in the site.
APROACH
Brockwell was initially attracted to the location due to Fife Council’s enthusiastic support for clean energy projects, and wider business having proactively allocated the Westfield site for energy generation. The business saw an excellent opportunity to act as a catalyst, transforming the large brownfield site into a Business Park, with a ready supply of low-cost, electricity at its heart. Fife Council will eventually send 160,000 tonnes of waste to Westfield when the plant is operational. This project is aligned with the move towards a circular economy and is zeroing-in on the key challenges of sustainability.
Through our front facing InvestFife proposition, Fife Council Economic Development, provided crucial support by offering strategic advice and making introductions to potential land users interested in business development within the region. These connections paved the way for an attractive energy supply for Brockwell Energy's ventures.
Facing challenges in securing a timely water connection to the site, InvestFife helped to resolve issues efficiently to ensure seamless progression. Additionally, collaboration with Fife Council’s Planning Team, resulted in constructive advice, streamlining the planning process for Brockwell Energy.

Brockwell Energy is currently involved in the development of energy projects across the UK. Fife stands out as an attractive place to develop projects given the joined up local authority approach and the proactive attitude of Fife Council and their partners. The safe disposal of waste is essential to protecting the natural environment from pollution and contamination.
The Brockwell Energy team has an expertise in the development of complex Energy-from-Waste projects. With an excellent strategic location for a waste management facility - the ERF has created a local solution for local waste, from which opportunity and improvement can grow. As the project progresses, this will result in the creation of long-term skilled job roles, a much-needed economic boost for the local area and benefitting the local supply chain. During peak construction, the project will have around 400 people on site which provides a significant boost to the local economy.
